Why wasn't this titled "Grand Theft Auto: Los Santos"?

Considering that the engine and graphics and very similiar to GTA IV, what was their reasoning behind doing this?

The same reason that GTA IV wasn't called Grand Theft Auto Liberty City.

My only gripe with it being labelled V is that it's set in the same universe as IV. Previously the numbered releases marked a reboot; the plot and characters from III and IV didn't coexist, whereas V is clearly in IV's universe. It was a bizarre choice too, because the tie-ins were subtle and largely unnecessary.

i loved that they did that because it put an end to all that stupid bulls*** we had before release of "BUT IT'S A NUMBERED GAME IT CAN'T BE THE SAME UNIVERSE" even though RS never said anything about that being the case and it was just dumb fans looking too far into crap they knew nothing about

what are you talking about? All the games are in the same "universe". If not then explain to me why Lazlo (sp?) is on the radio for all the games.
