If he activated his PSN account on my PS3 and downloaded Jill and Shuma, would I be able to use them with my account?

no....you can share dlc 3? times to anyone else....i think it was 5 before

If youhave credit card info on your account or ever have leftover cash from a psn card, they will have access to it. They also get your address and name. So no, not really.
