The last one because for the most part those characters are boring to watch.

2nd the top and high tier characters are in general more popular not just because they are that good in this game.

i would love it. Lei lei was my favorite character to play in VS, i wish i could main her in this game.

a game where annoying as **** characters like raccon, chun-li and ghost rider are actually good sounds like a nightmare

It would be about the same. If the bottom tiers are now Top Tier, that means there's something different about their playstyles that makes them worth using.

For example, good evidence only and better normals would make Wright a blast to play. A Hsien-Ko with good mobility and damage would be well-received. A Rocket Racoon with better normals and more health would be sick.

All of those changes would make those characters enjoyable and the game would still produce the same hype as ever.

high/top tier arthur would be amazing lol. But phoenix wright would be a nightmare if he was good.

Something like Ghost Rider, Hsien-Ko, or Phoenix Wright at the top of the tier list? Hell no.

Those characters are already annoying enough.

Morrigan is already an annoying b**** and I don't exactly see the community dying because of her >_>

Neither did Phoenix destroy the Marvel community while she was obliterating Vanilla.

The game is loved. Despite of the characters, the game will still be popular.
