There might be a skill that increases duration outright, but its not per kill....you shoot once or melee attack and the invisability comes off. So getting a kill while still in would be difficult. Maybe damage over time on a target, but that would be a waste of a point. The whole point is to be on the move(if melee build). Its recharge time is around 10 seconds(rumored to be dependant on how long your in that state.) For sniper build you get huge critical damage every 10 seconds and a decoy if enemys close in on you, speed boost to run away.
A balanced phasewalk imo. I think everyone can agree phasewalk was wayy too overpowered and made the game easymode.
Also if you watch the zer0 gameplay against the boss(talos or saturn, i dont remember) in Opportunity walkthrough when he shoots off those rockets in the sky, they kill everyone else but you see zer0 use deception and they attack his decoy and he doesnt get touched.
Deception(Zer0's skill) is as good of a skill as you make it.
And who knows, with game changers, what it might change in to. Be like water doesnt really change the skill, but theres multiple game changers for each class and thats the only one we know about.
