Because the option wasn't implemented?

Seemed self explanatory in the end but, oh well.

I was hoping to be able to as well, but alas... will have to hope we can in DLC

I was going to say because it's harder to program than a runner, but come to think of it not sure about that. It might even be easier.

Because some players don't know the Valkyries theme and they cannot be flown without it. That's their power source.

Flying vehicles in this sort of game are a nightmare to code. You've gotts start creating whole new draw distance routines and design the world in a way that would allow it to be viewed from any angle plus have collision present everywhere. Borderlands already has a fondness for invisible walls and limiting you're exploration to help save memory usage so chances are a flying vehicle would cause all kinds of memory issues.

programming it wouldn't be the issue, it's designing the map the right way, since it takes away a huge amount of control they have over where you can go.

True. Generally speaking that's why they leave it until almost last, or make it only available in certain zones.
