There are a lot of things they could do to keep the shield at legendary status:
-Distribute shotgun damage across pellets. Keeps it at the very top of the orange shields, but still far more acceptable. Obviously keeps with the Bee Muhammad Ali theme, which is important.
Would this affect the number of bullets left in a tediore gun when it is thrown (assuming the bee amplifies the same amount of damage for each bullet left in the gun when thrown)?
Though it would likely make it better (seem less overpowered) if the damage was spread across the number of pellets/bullets
Hmm... I haven't really toyed with conventional Tediore reloads much since getting the shield and my Deliverance, but I would assume sane behavior not to multiply the number of bullets left in the magazine by the amp damage.
If it does amp each of the bullets left in the weapon........ gah.... imagine the damage one of the tediore guns that has a massive clip size can do....

I am assuming the original idea was for it to completely deplete your shield on the first shot.
That being said, it is fun having super over powered crap for some people. I like a bit of a challenge but some people like a stupidly easy god like experience where they can take down huge bosses blindfolded.
I assume this is mainly an issue in multiplayer if some players are using overpowered equipment while other players want huge epic boss fight or at least some sort of a challenge. If that is the case then BL2 players need to come up with some online etiquette and stick to it.
^God tier items are one thing, but when planning for extension (DLC that will likely raise the level cap), future proofing an item to be better than anything that isn't the same item with better parameters is a big no-no.
