do story and sidequest missions scale to your level in PT 1?

i'm level 26 just did wildlife preservation which was 21.. all quests are 21.. if i go to the slot machines all weapons suck


i don't know how to scale them to my level because i'm overleveled due to the dlc

Do more story missions. Slots scale to your story mission level.

Edit: If you've over leveled them in playthrough 1 you'll just have to skip them. More side quests will open up as you progress through the main storyline. The thing where everything scales at the end is on playthrough 2.
