Does anyone happen to know the highest stats achievable on the interfacer?

And curious about the effects of the relic,
The itemcard text isn't very clear.
I assume it acts as an additional "kill skill"
How long does the buff last?
And does it only trigger in response to FFYL?

No.

A few seconds (6-7 or so like all other timed skills).

Actually that's really good, when you get your second wind you have no life, this gives life. Perfect relic for my sniper zero.
