what is the best place to farm?

I've seen them in the Pirate's Booty treasure room and the golden chest in Sanctuary a few times.

I've heard the chest right before you fight the Warrior is a good farm for e-techs of all kinds, but I can't confirm this personally.

Doesn't matter if you killed the Leviathan twice. There is a glitch that allows you to get back in to the treasure room by 'climbing' invisible steps and walk ways.

Just search Youtube for Treasure room glitch.

I've gotten about a dozen plasma casters from Golden Keys. I realize that those are totally random, but for whatever reason I end up with plasma casters and rail guns more often than anything else.

same here. i get a plasma caster out of the chest probably 1 in 3 times.
