I looked at the network options from start menu and it says I'm on LAN and when I try to put it on xbox live it says I need to download sme DLC. We have two TVsset up next to eachother with 2 xboxes so why is it doing this? We both have downloaded the compatibility packs. He has the first DLC while I have none. --- Welcome to GameFAQs. You can't play the dlc unless you have it too. Also make sure system link is enabled by pressing the back button in-game. --- Gamertag: LaGrimm Now Playing: Borderlands 2, ASC: Brotherhood, Halo 4

if its not a DLC issue, your routers might be conflicting with each others. But it does sound like missing DLC issue. --- XBL GT/PSN: Tsuruke.

It sounds like dlc indeed. it can't be "routers" because what it sounds like is they're trying to lan. if you have fast internets both of you delete the compatibility pack and try it again. If you do that then try going into system link by pressing back ay the start menu, create a game, and have your buddy join.
