Are "based on how low your health is" skills in effect during FFYL?

I believe so, as depleted shield-based skills are in effect when in FFYL.

Thanks. I wasn't sure, wondered if FFYL is perhaps considered 'negative health', like how some mod and skill combinations won't work with The Rough Rider.

This seems tricky. How about Resurgence? Killing with a melee attack regains up to 4% health, the lower your health etc. Say your second wind is from a melee kill - for the % of health bonus, does the game look at your 0 health while crippled, or the small amount you get after coming back?

Well I went and tested, did the numbers for Resurgence.

Looks like it runs the bonus based on your health after you come back, and you come back at 25% health. So coming out of FFYL with a melee kill gives you 75% of Resurgence's maximum health bonus.

Which is too bad. To me the logical thing would be, you made the kill when you had 0 health, so you should get Resurgence's full bonus.
