Is level damage scaling still in the game?

Hi. I played BL1, but have not played 2. I am on the fence, simply because of one issue:

I didn't like the way BL1 handled damage, and I won't play BL2 if it's the same way.

So here's what happened:
In BL1, I was on a mission, and way below the recommended level. I remember encountering a monster at about 4 levels above me. I spent an hour trying to kill him, unloading all my weapons on him, running back to the beginning of the level to heal up and reload, and trying again and again.... but every time, he would heal back to full health, and even though I tried for an hour, I basically couldn't do it.

So I leveled up JUST ONE level more, and then I defeated him in 3 minutes. I didn't change anything with my loadout or even any skills. The only thing that changed was my level.

I'm not trying to sound like an elitist, and it's fine if you like playing the game your own way, be it on easy or hard, but I just want to know if I can challenge myself in BL2 my own way, which is, to play the game at a low level.

This question is directed towards any BL2 players out there that have really tried playing a low level build; is it possible to play like this, or do the RPG stats in BL significantly affect the player's ability?

Weapons do not deal reduced damage to creatures higher level than them, otherwise Terra and the other raids would be impossible.

That's not true at all, except for mook enemies without skulls next to their name.

How so? The guns do the advertised damage, in BL1 they would deal reduced damage to higher level enemies.

They used the old RPG method in BL1 where your character level was factored in to damage VS enemies, in BL2 enemies health increases exponentially as they gain levels to make the lower level guns not as effective.

http://borderlands.wikia.com/wiki/Damage Its not noticeable compared to the original. I never looked at the tables but Skull enemies are killable, they just take a bit longer. In BL1 you didnt go after them because of the DR.
