Is the BA stat for elemental chance like Flicker?

That is, does it add a percentage of the already existing percentage?
e.g. if the weapon has a 9% chance, and the boost is 10%, does it become 9.9%?

Or does it work properly, and boost it to 19% in that scenario?

Equip a weapon with proc chance,
Note percentage,
Toggle BAR on/off
View the stat change as shown on weapon
Do the math

You can't get precise results if you're dealing with rng, as it will give inconsistent results.

Also, if someone already knows the answer, that saves time.

EDIT: Oh, I just picked up on what you meant. I'll have to take a look later.

I don't think card stats change.
