I was in the bandit circle of slaughter and i freed one of those guys from a shield i would guess and you can't melee them, at all, they're ethereal.

It was just weird.

you can melee them if you crouch

Sometimes when you free them, they attack the nomad that chained them up. Maybe he was a temporary ally?
