LF shield below 1.00 recharge delay

I tried looking for a shield but coudln't find it. It seems like they are just as rare as a legendary.

The shield can also have a recharge delay of 1.00

I honestly do not think I have ever seen a shield with that kind of delay before..... even with being specced into delay AND badass rank
