When a skill is increased beyond five points by a mod (for example, have 5/5, then equipping a mod that adds +2 to that skill) when I gain the equivalent bonuses as I would if that skill was actually 7/5, or is it hard capped at 5/5?

I remember in Borderlands 1, if you had a mod that gave +2 to a skill, but you had that skill at 0/5, it wouldn't boost up to 2/5. You had to have at least one point in the skill for the mod to affect it.
