You want a Practical Fibber which is what I got on my first playthrough as Zer0. Given the damage on it was 4,000 and the one shot ricocheted into 5+ shots that did over 4k damage per hit, it was easily one of the most powerful guns I had. I was actually unable to kill Dukino's Mom without it as pure sniper Zer0. When I grabbed the 2.5 level 50 Fibber, it was a Redundant Fibber which just split into two slow moving bouncing orbs that did a pathetic amount of damage.
So, unless you want to copy your save data and keep reloading until you get the gun you want, there is no way to get a specific kind since it's all random.

What about crashing the game? When you get the gun and its not the one u want, can you just crash the game, the restart the game and still have the quest? That was how I got the Pot O' Gold Shield?
There are 3 kinds of fibbers, the one with an arching bullet, the one that shoots like a cloud of bullets that goes slowly, and the one that if you hit almost any surface it ricochets and splits into 8-9 pellets. The one you want is the last one. If I'm not mistaken, the difference is the barrel. The one you want should show like 1400+ bullets in the magazine in the card, although you can shoot the gun and see which one you got. The prefix on the weapon doesn't matter regarding which kind of fibber you get, but people look for the redundant one since it shoots 2 bullets with one pull of the trigger.
Better than crashing the game, make a back up of the save file, so you can replace it until you get the one you want, it's faster and easier than crashing the game everytime
I remember the first Fibber I got as Gauge. Two shots, Ricochet, splitting into 2 bursts of 9 pellets. On top of that, Corrosive. Mother of God was it overpowered.
Actually, overpowered to the point my character is around level 38-40 on PT2, and I'm still using it. IIRC, mine gets 4-5 shots (At 2 ammo/shot), with a fast reload and it just devastates everything.
Ah nice, still have screenshots of it:
And what it does when ricocheted:
