Remember inside the dart case, how the red target was the smallest, then the blue, with green being the largest? That's supposed to imply that the number of points you get from hitting a green spot needs to be the largest one, with the number you get from a red spot being the smallest.
The rings multiply: the outermost ring of colors gives you the displayed value, with the second being the value of the row times 2, and the innermost being times 3.
Try and find the biggest green number you can get, subtract it from 91, then see what blue and red need to add up to to make up the rest, with blue being worth more than red.
