Well, 1.7x isn't that bad I guess. Still, I hope the enemies and bosses have harder skills and/or strategies too.

I'd say that is unlikely. The only SMT game to adjust skills and AI by difficulty level has been Devil Summoner 1. Persona 3 changed enemy AI speed and behavior inside the dungeon exploration mode, but not in combat itself.
