It's in KADFC's FAQ, when the days are. Use find and search up "Kaiwan" in his FAQ, and it should lead you to it pretty easily.

There is another skill change day on the beginning of July, cant remember when exacty, around the fith i think.

http://persona4.wikidot.com/forecast is sometimes wrong, i know for sure that 6/27 is not a skill change day.

That day is wrong because it was one of the ones that were changed to bring in one of the new S Link arcana.

Well, this is probably the earliest date feasible. This is due to the fact that the dungeon EXP cap is around the same area where you can create Kaiwan.

I'm pretty sure you're question is, can I get VC after June/July. The answer to that is yes. Any Skill Change forecast day is fine. The only thing that is different is the odds of it working. The one in June is slim already, but the higher the Star Rank level is, the lower your chances of getting VC.

Think of it this way:
June: You're rolling a 4 Sided dice, you need to get 1 for a chance to get VC
August: You're rolling a 6 Sided dice, you need to get 1 for a chance to get VC
December: You're rolling a 12 sided dice, you need to get 1 for a chance to get VC

Btw, the odds isn't 25% VC in June. It's lower than that. My example isn't accurate, but it's close to the truth.
