Don't rare-r monsters (i.e gold hand mobs) appear more on rainy days?

I'm grinding for cash in naoto's dungeon right now, and i waited for a rainy day (it's lightning right now) because I remember reading somewhere that they appear more often on these days, is that true?

Yes I hear if u kill multiple monsters with fire its more likely

Tbh, I haven't really notice the appear rate change between rainy and non-rainy days for golden hands. They just seem to appear every other floor for me regardless of weather. The rare shadows (the ones that usually with "rainy" in their names) however, do only appear on rainy days.
