Why do people say to get victory cry from Kaiwan in June?

I'm in May right now. How does it become easier in June? And isn't it much easier to reload till tetrakam changes and then to save and fuse Kaiwan with another persona and then fuse back to him with the new rank 7 skill and to keep doing that till you have a bunch of rank 7 persona? With that in mind, does anyone have some good formula for fusing up and down to kaiwan?

Apparently there's a Fusion Forecast in June that'll let one of Kaiwan's skills change to Victory Cry upon fusion or something.

But that's just a general skill change day, right? I'm in May and have a skill change day. Occasionally, Tetrakam gets picked for a change. Does June have higher rates or something?

It's easier in June because at that point you've not leveled the star social link much, meaning that you can have as few as 5 skills on Kaiwan when you fuse him (which increases the chance that Tetrakarn will be selected for evolution). Since star automatically levels, doing it on a later month forces Kaiwan to level, filling his slots with more skills as a result.

Your method of filling a persona's skill list with the rank 7 skills and letting one of them change into victory cry also works and provides less of a random factor. However, it takes a lot more work to prepare such a persona (since you have to actually get those skills to begin with, and then fuse them all on the same persona, which means coughing up money on compendium persona once you start running out of fusion fodder...), so its far more expensive to do.

Both methods are j

Because you're more likely to be at the required level by then. But yes you can do it on earlier skill change days if you want.

Oh okay. I'm level 26 and have nothing invested in Star, so it's going smoothly

The recommendation is actually to do it on a skill change day before Star Levels up to 2 or higher, which is on that one day in June, which, last I knew, was the first Skill Change day of the game. Anyway, at that point, you will be able to fuse a Kaiwan with 4 skills. After Star Level 2 S Link, it will have 5 skills.

I feel that this method works better instead of waiting for Tetrakam to change on Kaiwan, then reset.
First get a Kaiwan with Tetrakam or any persona with Tetrakam.
Get some weak personas to fuse Kaiwan/persona with. Pick Tetrakam as one of the skills to pass over. Pray that Tetrakam is picked for skill change. If not, fuse that persona with another wearker one and choose Tetrakam to be passed over. Repeat until you have no more personas to fuse. I did this very late in the game when my Star skill link was like lvl 7+. You can do this on any skill change day. Hope this helps!

That's just a day people remember and might be around that level.

I got mine on 5/20

He could only inherit one skill from Ukobach/Ghoul so it was a 1 out of 4 chance that Tetrakarn would change.

Took me a while, but I got it eventually.
