Wait a sec, serious post now:

The line, "Dammit... Again!?" doesn't necessarily mean he's surprised. It could be that, after putting on his nice guy facade at the Dojima Household, he walked out into the foggy streets and let out his annoyance at Naoto being rescued.

Since it's confirmed that Adachi DID write the warning letters, why can't he be mad about Naoto being saved? Yes, he later says that it's great that the game continued, but him having wrote those letters he must have considered the possibility that the Investigation Team could actually stop, so he must have been ready for that.

I agree with this person.

Adachi always wants to talk about murders anyway. It's like lobbyists vent after sucking up to politicians. Adachi doesn't slip Dojima cash under the table though. Or does he? Adachi did say that he gets treated nicer *in prison* than dojima treated him. Plus Dojima seems like a "sworn off women" guy the way he talks about his wife. Dojima must be into some seriously rough stuff then. O_o

I wondered this too, i think it may be a plothole. On top of that adachi obviously cared for dojima, yu and nanako. (In golden you even get a social link, you wouldnt get this if one of the people in the social link were faking the friendship, relationship) so why would adachi send him a letter saying someone close to him would die if he keeps it up? He could have been talking about yus love interest but i doubt it it would have been nanako or dojima

Tbh, the only thing that was weird plot wise to me in this game was that if Teddie was the person who let everyone out of the TV world, why is the group able to leave when they go in w/o Teddy that one time? I guess we just assume he left the exit TVs?

Because as the last two pictures I posted in the OP shows, Adachi wanted the Investigation Team to keep saving people, sine Namatame would still think of himself as a savior and keep rescuing people, thus continuing his game. Remember, he killed the first two people for personal reasons (rejecting him). He had no reason to want anyone else dead, it was the cat & mouse cycle that interested him.

But like I say in my post, him sending the warning letters means he was prepared for the Investigation Team to stop saving people. Otherwise, he wouldn't send such a threat.

Basically, the fog person can only reasonably be Adachi, but the way the whole thing is written could just be bad and not add up properly. But he's the best choice.
