I've seen this sometimes on my Personas, but i don't really understand the symbolic meaning behind it. Can someone explain it to me?

If there's a card symbol next to a skill, that means you can rip that move out of them and use it to teach other Personas that ability. The way to do that is equip it and go to the cafe at Okina City.

It means you can get the card for that skill by going the cafe in Okina City and paying 5k yen.

The Card Symbol means that, by going to Cafe Chegall in Okina City with the Persona equipped, you can get the Skill Card for that move. So if, say, Izanagi had the move Zio with a card icon next to it (he doesn't, but for the sake of the metaphor he does) you could equip him, go the the Cafe, and get the Skill Card for Zio.

You can then use that Skill Card to teach the corresponding move (Zio in this case) to any other Persona, or (the better idea) give the Skill Card to Marie so that you can buy the Skill Card back in the future. Skill Cards are a one-time-use thing, but any Cards you give to Marie she'll make copies of that you can buy from her whenever you want them.

They're like Technical Machines (TMs) in Pokemon, if you've ever played Pokemon. Word of warning though; first time you go to Cafe Chegall you ALWAYS get the Dia Skill Card. You can't start getting Skill Cards from Personas until after the first time you go.

The biggest downside, though, is going to the cafe takes up your afternoon for that day. So don't do it unless you don't have any SLinks to work on or you really, really need a particular card.

Yes, this. Save the Cafe for Rainy Days when you can't do the Sun or Hermit Social Links. Skill Cards are awesome and Mumon is cool, but it's not worth it to sacrifice a day of Social Links.

You get that automatically on your first visit. You'll have to go back for Victory Cry.
