In Japan, the Kids time is in the afternoon from 14:00-16:00 during weekdays i think. If you come home too late when Kids Time is over, bad luck.
Perhaps they will change the system in other countries, but keep in mind: The only thing that is important is that Kids Time is available when kids are not supposed to be in school or sleeping.
