How do you make Weapons / Armor appear at the Smithy ?

For example, I can craft the Jaggi Legs but the other parts of the armor don't show up.

You have to have a specific piece that you need to craft that item in order for it to appear in the smith.

Continue to kill Great Jaggi, including breaking the Head, until it shows up.

By "Great Jaggi" do you mean the Jaggia, of the Monster fight ? Because I've only just started the 2 Star quests.

The first large monster. Meaning "boss" monster.

Yeah, you'll have to do the hunt a great jaggi quest if you want jaggi armor. When you do bear in mind you get an extra reward item if you damage the head during the fight (do enough damage to it that chips fly off and it changes appearance.) Also bear in mind that if you capture it instead of killing it extra items show up in the rewards for that, which will be different rates for different items than the carves would be.

Also, does the "carving location" matter at all for Regular enemies? Or is this formula only for "bosses" . And is it better to always carve the tail of bosses, like cutting tails off in Dark Souls.

Cutting the tail off and carving it is always a good idea when possible. It gives you an extra carve and usually has a good chance of giving you rare materials. Other than that where you carve isn't important.

Just make sure you break the monsters other various parts, like the head, wings, and chest where they apply .
