What does the restock option DO?

It seems to appear when weapons are at half uses left or less and restores them... but how? Is there a cost? Will I be able to use this with beast/dragon stones?

It just swaps it whit any other item that's sitting in your supplies and as more uses left then the one you have equiped.

Actually, it adds their uses together into one item. So if you have a 4 use javelin and a 6 use javelin in the convoy, you'll have one 10 use javelin if you use restock.

If you have a 5/50 weapon equipped and a 46/50 weapon in storage, Restock adjusts their durabilities to 50/50 equipped and 1/50 in storage.

It's a better version of the Combine function from the past few games in the series.
