Nope, that would be Radiant Dawn. I've seen empty levels in FE7.
In FE7 the game limits stats per level at max of 1 which means IF you HACK them into 200(I had hack them to 200 once) it would still become 1 per level

In the Fire Emblem 7 chapter Kinship's Bond, the object is to defend Nils. Using the mine glitch on a neutral unit, you can actually move Nils around! You still can't check his stats or use any weapons / staffs, but you can still trade and rescue units. If you try to use rescue, you'll discover that Nils has 52 Con, which means he can rescue anyone -- even Merlinus.
(Been playing this game for nearly ten years and just discovered this. So cool)

This is probably actually so that no one can rescue HIM.
Considering the cap is 25, they could have just given him 26 Con. But 52?

By utilizing the enemy control glitch in Sacred Stones, one can aquire enemy weapons. The enemy weapon Stone can be used to teach any character Dark Magic, even those who can't learn magic at all! --- Whenever it's foggy out, I imagine my vision is being restricted to 3 squares. If only I brought a torch with me.
