Luna - A, it's pretty useful, especially since it has a high proc rate.

Dual Guard+ - A, nothing says love more than blocking a 10 hit combo when your brave weapon wielding oponent procs Astra twice in a row.

I'd put DG+ at A. 10% chance of taking no damage is amazing no matter which way you slice it. Not 100% necessary, but it's still really good.

Luna I would actually give a B, because similar to the also B-rated Breaker skills, it's not universally useful. There are a lot of situations where Luna only adds like 5-6 damage (fighting mages/archers/P.Knights for example), and even at extremely high skill, it's not better in those situations than getting a guaranteed +5 damage from the (again B-rated) X-Faire skills. It is still really good for tank-busting, and bonus damage is never a bad thing, but there are often other skills that can perform just as well, if not better than Luna.

Dual Guard+ - A

Luna is a great skill and all, but like someone said, there are times where it isn't going to add all that much damage. It's great and amazing vs generals or other high defense units if using physical, and great vs falcon knights and mages for magic damage dealers. However, it's still got it's own limited uses.

Dual guard is personally my favorite defensive skill due to how useful pairing is and it blocks everything. All astra hits, lethality, pretty much anything.

A for both, good skills but nothing too spectacular,
Flak Jacket: Survive multiple rockets and grenades exploding by your feet, scratch from a knife to your shin insta-kills you, seems pretty legit.

For Luna

A for Lunatic and below difficulties
S for Lunatic+

Why S for Lunatic+? Because I can't count how many times I have run into Aegis+/Pavise+ enemies. Luna is simply a godsend here.

B for Dual Guard+ for classes that are not tanks
A for Dual Guard+ for classes that are tanks.

Why A for tanks? Easy question. It activates much more often according to the calculations for aggregate defense.
MH will have to wait and why do most GameFAQ'ers in the 3DS board have sex with their 3DS?

Aegis is a chance to halve one type of damage and it's A-rank. By that logic, an increased chance to nullify damage entirely, even a smaller % chance, has gotta be at least A.

Luna I'm actually not overly fond of myself but I'd agree to A for it.
