After your first set of 20>Promote>20 you are already at 40 internally. That puts your EXP gain at around 12 a battle already. Using paragon+LB3 to farm levels means even capped out on internal levels, you get 8 level ups a run.

Internal level caps at 50 on lunatic (20 on normal, 30 on hard).

Lethality works on bosses just fine - it's only the final final boss and (on hard+ only) the sorcerer guy who are immune to it. Everything else, from all spawns to chapter bosses, die to it.

Honestly Lethality and Astra are both pretty bad, but if you have to pick one, go for Lethality. Astra has trouble with high-defense units and WILL consistently get you killed against anything with Counter, while Lethality bypasses Counter unless Miracle also activates, in which case either astra OR lethality will generally get you killed regardless.

They both have pretty terrible proc rates (skill/2 for astra, /4 for lethality) so you'd be using a Brave weapon and/or Rightful King (irrelevant here) to make much use of either of them. With a Brave weapon you're probably going to be onerounding anything short of a few bosses anyways so skills are a bit irrelevant, but overall I'd suggest Lethality; it'll get you killed less often, and when it DOES proc it's basically an autowin, whereas Astra can be defeated pretty easily by any combination of extremely high defense or counter or counter+miracle.

You do know that MU/FeMU and Morgan both get Veteran, right?

And we have Paragon if you have DLC.

When it comes to leveling there's no excuse for MU/FeMU or Morgan.

besides the internal level reason, which is admittedly a pretty lackluster one, why pass on skills you're never going to use, it just means more grinding for skills you DO want.

Internal Level is calculated as [[Current Level - 1] / 2, rounded down], counting only levels "lost" by second seals. So, uh, if you went... let's say Mercenary 20 -> Hero 20 -> Dark Mage 1 for some reason, you'd have 40 "actual" levels, formula of (40-1)/2=19 internal levels.

Note that Master Sealing does not update internal level, but DOES count for actual level whenever you next Second Seal.

I'd bite the grind bullet and go for Pass from Gaius over either. Pass+GF is pretty hilarious outside of Streetpass, especially on a beast like Morgan. You could also second seal Gaius and go for Sol, which is also better. If its strictly between Lethality and Astra though, I'd go with Lethality...even if Morgan is a magic user, astra is still going to make you want to tear your teeth out sometimes. I'm just not a fan of the move in general, so many other ways to deal damage in this game
