might as well just leave it out like most games and only have VA in scenes/fmv

I'm fine with this, we might not have gotten dual audio (or a longer localization period) if it was full voice.

Why? All it would do is take up space that could be used for more game.

While full voice acting would have be fantastic (oh what I wouldn't give to have certain scenes or support conversation to be fully voiced), it understandable why considering all the text in the game and how long it would have taken. I actually rather like the clips as a substitute for silence or only VA in the cutscenes. This way, every character has a voice instead of the few that show up in the cutscenes.

You forgot about "GAWDS!!!1!11!", TC. And I see no problem with the constant moa-I mean, the constant "hmph"s and sighs... Full voice acting would be bad here, I usually skip some characters' talk scenes in games like that because I either get tired of hear their voices or because I don't like their voices to begin with (like Chie in Persona 4.)
