But this is completely wrong, though. Early game, outdoor fighter on Freddie is at LEAST as useful as having an extra two magic on Miriel (who shouldn't be doubling at that point) or two strength on Cherche halfway into the game. Rally skill is great for increasing hit rate of lowbies in grinding. Prescience allows lolarchers to be useful during the only phase that you can use them on against mages and the ubiquitous ranged fliers.

For the converse, just go over all of the C rank skills that completely outclass them. Notice that almost every skill in the C rank is better in some way or another.

The only +2/+5 skill that should be in C is Health+5, for earlygame Vaike usage and being the only skill that can get you over the 80 cap. Speed? Fliers already double enemies anyway. Strength/Magic? How often are those two points going to matter? Def is probably the best +2 skill, but Kellam is generally pair-up fodder for me anyway.

Problem is, even if we put +2 strength to vote, people who don't see this are going to put it out of the tier- even one B rank takes two D ranks to bring below C, and most people will vote C because of the reason you gave above.

The ones in C are useful because they have a chance to help every map. Outdoor Fighter does not. You are ALWAYS going to run into units using physical weapons, the total amount of damage reduced by +2 Defense is going to add up. +2 Speed allows you to double some enemies early game that you wouldn't be able to double, even with a Peg Knight. Etc. They at least have early game utility that you can always count on to be doing something every map, and in a few cases like +2 Speed you might want to keep them mid game when you've first Second Sealed to another class that forces you to take a heavy hit in that particular stat (Like Peg Knight -> Knight for Sumia, you might keep it on so you don't get doubled/can double things still)

Outdoor Fighter never has that happen. You will always be getting rid of it ASAP. That's the difference between C Rank and D Rank.
