He'd still suck compared to other paladins if he didn't get some other decent skills first. Also, if you're going to go straight to paladin, why make him a cavalier first? It's basically a waste of a seal.

More like "Congrats, you've now wasted 20 levels NOT earning any new Skills". Fredrick's problem isn't in gaining levels, so reclassing him to Cav and going to 20 isn't going to do anything for him. His problem is his horrifyingly low growth rates that will have him get quickly out-paced by the rest of the army.

The first thing you should do to Frederick in a playthrough is give him the Second Seal from the Renown Awards (preferably before he gets a single point of EXP - it's doable on Normal and Hard). Make him a Knight to keep his defensive scores properly high and allow him to keep his Silver Lance, and treat him as a never-promoted character. His stats will then be on par with everyone else's, hence, he will no longer suck for the duration of the playthrough as long as you keep using him.

He'll need some babying for sure, but a good Chrom pair up should help until he carries his own weight.
As for making him a cav first, it's so he gains levels quickly to let him keep up, statwise, with other units.
