That's called progress in civilization. Plus even if you go back to the medevil ages, it was almost universally agreed on to marry but not sleep with "child brides" until they came of age. Which was also later than today for the most part. Granted as soon as they did (14-16) they were pregnant shortly there after.
However, given the context and the point of this game. Showing a breakdown in that civilization is indeed interesting as it adds another complexity to the relationship between the two.
A good example that's been brought up is the Professional. Which dealt with similiar issues.
It also lets you establish just how "good" a good guy is and adds a bit of realism to the game. If they go to far though, this game will die. Or if they are rejecting "civilization" or trying to maintain it.
