I could never understand why the capoeira group are so low on every tier list. To me they're some of the best.

Also, why is there such a difference between Devil Jin and Angel? Aren't they pretty much the same character?

Angel is a lot worse than DJ. She lacks a lot of his good moves and got some very bad moves instead.

Only thing I would switch is Hei as #1 on the S tier list.

Just remember that this isn't tier list in terms of online mode or even casual play. This comes into play at some of the highest competition level where the skill level is equivalent. Then you have to assess the situation where the character's risk is worth the reward.

One thing for me for sure, this is not final and the lowest was B- which I think was pretty balance like BB or GG.
