Mayhem provides some guaranteed damage when used with Supression. Hard to argue with that. I very rarely use rockets anyway because I want that sweet salvage, so it's a no-brainer to me.

Rockets have saved me so many times that I went with Rocketeer on my main heavy. My 2nd heavy went with mayhem --- "Quick, someone call the internet and have their best guys get on this." - Romps

Rockets are nice but losing the salvage can hurt if you lost a lot of it.

If you get Mayhem it makes the blaster launcher do 24 damage in a huge AoE =o The skill normally does half that. Let's just say I was able to one shot the hardest monsters in the game with that . --- This is what game designers like to call 'balanced gameplay' which roughly translates to 'you can have fun just as long as something's slightly irritating you.'

Rockets are nice when there's no salvage on the line. Like when you have a swarm of Chryssalid...one nicely placed rocket and you get all kinds of violent satisfaction, and none of the guilt. XD
Though...that situation rarely comes up twice in one fight...so two rockets can be a bit much. They are purely emergency tactics for me, and ideally i don't have an emergency a rocket can fix more then once. :P
