1) I don't think Marilyn "invested" any money in the surgery; she got the surgery from some organization as a child. Nothing else is known about said organization (which is only referred to as "soshiki" for "organization").
2) Crowe joined the army because of bad terms with his father at the time, resulting in him leaving home and needing some kind of income to make a living by himself. I specifically remember this part because I had to look up the kanji to find the exact reason and did not see "debt" when he was explaining why he joined the army (and his past in general) in stage 15 post-intermission.

Presumable, his father died after Crowe joined the army. My best guess is the following:
Crowe and father on bad terms Crowe leaves house Joins army (2 years later) Joins Firebug Prometheus Experiment incident, Crowe leaves Firebug (unknown amount of time) Father dies Crowe picks up debt (unknown amount of time) Hakai begins
