They never did make Justice and Kliff tourney-legal, did they?

This version was supposed to level them out but I never saw any ruling that ever said they were permissible.

Well from what I remember the main reason they were illegal to use in tournament play was because they hadn't appeared playable in an arcade version of the game, since gg1 was ps1 only, and they've been bonus in console versions with no attempt to balance them with the rest of the cast since then.
This release could change things.

I'm actually posting in the first topic on a board!

Anyways, I think that since they'll be in an arcade release for the first time, they'll be tournament legal, with some balance changes of course.
