If you took a look back at the release of the previous Pokemon Game you will notice that Pokemon Emerald came out on GBA even when DS had it's first year. Three years after DS came out Pokemon Diamond and Pearl came out.
So by using this shows you why it on DS and not 3DS.
The Pokemon 6th Generation game or Ruby and Sapphire Remake will appear as a 3DS title.

Pokemon Emerald came out on September 15, 2004 in Japan. That is two months before the Nintendo DS came out in North America, and eventually, the world. So, no, you can't use that example to explain why these games are not on 3DS.
Of course, I'm completely fine with the game being on DS, I can still play it on my 3DS.
Then explain to me why in not 3DS.
Because Game Freak knows that a lot more people have the DS, and they will make more money that way? Not a hard concept to grasp.
I don't know why it's not on the 3DS. Reused code they didn't want to modify? Wi-Fi complications? They started work on it before they got the 3DS dev kit? There are a ton of potential reasons. But other than Gold and Silver, which were marketed for the GBC but perfectly playable on the Game Boy classic, these, and not Emerald, are the first main series Pokemon games to come out on an already-outdated handheld.
