It has Slow Start for the same reason Slaking has Truant; it'd be Uber without it.

summerclaw has a point there. Besides, would Regigigas really be that overpowered if it didn't have Slow Start?

Consider that if it didn't have Slow Start, then it would be in Ubers, along with all the other powerhouses.
