Pretty sure Eurogamer doesn't know anymore than we do, and is just assuming it's a sequel just because of the 2. There wasn't anymore info after the big surprise. They even say this:

Black and White 2 are the first directly-named sequels in the entire series, although each previous pair of handheld games has always evolved into a third incarnation.

Black and White 2 will apparently take this role toegther. Will you buy both?

They are saying that every third game in a gen is a sequel, and that Black and White 2 will be taking this role together. Once again, they are just assuming.
