When Rapid Spin hits a target, it should lose velocity, and thus the spinning should be less effective.

Yet it's when Rapid Spin DOESN'T hit a target, and therefore the user spins at maximum velocity, since it's unimpeded, which is when the move ironically DOESN'T remove hazards.

So what your saying is, Rapid Spin should only remove hazards when the attack misses?

Agreed. Even if it means hurting Spikes and TS a bit more, I'll agree to anything that weakens those damn rocks.

Despite being buffed by team preview, stall has been on life support since platinum. I'm gonna disagree with removing spin blocking...just give us spinners that don't suck major ass. Out of all the rapid spin users in the game, there are only 3 good ones and only one out of the three doesn't completely kill your momentum.

D as well here.
Together with the fact that stall is no longer an effective way to play in the current meta, Rapid Spin is simply a wasted move slot, since anything that can afford to Spin definitely has other, more damaging or supportive moves, but it is still used, and spinblocking is a way to counter that.
There is no need to remove such a strategy...and well, Rapid Spin is a Normal Type, which would not affect Ghost-types anyway.
