We don't know the natural way these pokemon evolve. However, we do know how to induce evolution.

this doesn't make sense, you can't find released pokemon in the wild, if you could, you would be able to catch your released pokemon again

Why would a pokemon you abandoned ever want to go near you again? Also, how do you know it can survive where you released it? Or some other trainer didn't catch this poor abused pokemon?

There's plenty of reasons why you may never see your released pokemon in the wild.
