Okay, yes, there was the Spiky-eared Pichu. Fans hated it, though, and it was just a variant of a Pokemon that already existed.
If they were going to charge for event Pokemon, they'd have done so years ago, so don't bother with that argument.

The only way they could do this that I can see is by somehow making the patch 'contagious' - connecting to another game with the DLC causes your 3DS to download it from the other game, or at least some kind of compatibility patch. Of course, this would only really work with free DLC, but hopefully, like you say, we won't ever get paid event Pokemon.
