I'd rather just have competent gym leaders who use more than 2 or 3 pokemon.

Well what do they do to increase the difficulty specifically?
Raise levels, change movesets and some Pokemon. The E4 rematches in challenge mode are posted in the spoilers topic and on serebii, so you can see the type of changes


Do you have the game?
No it says this right on Serebii..even shows the Elite Four challenge mode rematches

Then again - some people will complain about the amount of grinding just to match the enemy.

So the 2nd condition would be all over-leveled Pokemon will temporary revert to the set level (say Level30 against Elesa) during important matches

3rd condition: more double, triple & rotation battles

4th: Not allowed to heal during certain sequences (apparently the pokecenter will be closed during that time)
That would be lazy. From the hacks I played they can simply just give the Pokemon some real good movesets and raise the level to make them tough
