was a 6th Gen R/S Sequel game?
It would basically use the intended engine/graphics of Gen 6 and have an updated Hoenn region with a number of new or updated areas and online Contests as well.

Actual Gen 6 Pokemon would also be programmed into the game but access to 99% of them would be locked. A couple would be available post-game with a few more through events, but the remaining new Pokes would only be unlocked through a patch that becomes available when a original Gen 6 game is released.

Like this, they would be able to save some region designing effort since they would just be using a upgraded version of an old region and put more effort into the Pokemon, game engine, and new mechanics.
Then when making the official new Gen 6 game, they would have that stuff out of the way ahead of time and could put more effort into the new region itself.

I'm not sure how well 3DS games can be hacked into yet, but even if they were hacked, it isn't like Nintendo and Game Freaks doesn't just pretend we know nothing about unreleased Pokemon anyways, right?

It would defeat the whole point of introducing an all-new generation by starting it in an old region. And Game Freak's probably working on the initial designs of Gen6 as we speak, such as what the new region to introduce it will be like, so they've got no reason to recycle.

Haha, they would never do this. Access to 99% of the game would be locked to honest players only. The leak could damage sales of their sixth gen game including said locked Pokemon, and you know how they feel about that possibility. Look at SPP and Pokebeach at the release of Black and White.

Why would you need a patch if they're already programmed in?

As i said, they love to act like we don't know about locked details in the games. And rather than advertise about how there are locked Pokemon you can't use, they can just emphasize more on the select Brand New Pokemon that they can make available during giveaways and such.

99% of the game would not be locked, It would only be like about 100 to 150 Pokemon from the unreleased Gen. 99% was just an arbitrary number meant to say that they might only have 1 or 2 evolution lines appear as well as maybe 1 new legendary by default from the supposed 6th Gen while the remaining Pokemon available would be no different than how the other remakes would have offered.
And as for the Honest players comment, we have known about Genesect for ages now, but still the only way your ever going to have to battle against it is if your playing on a simulator or against someone locally, and Nintendo still likes to act like we don't know about it.

The Pokemon would have been programmed in, but would lack certain data such as location, the patch would basically just be a minor thing that will cause them to appear throughout the game in various locations and swarms like some of the other games have additional Pokemon becoming available in the wild during post-game.
