I did a little thinking and... I cant be SURE, but I feel like these kids could make some waves as the best priority attacks. Or... are they? Im not sure if Techni-STAB Mach Punch for Breloom is scarier than STAB Sucker Punch from Zoroark or Cacturne. Dark Pulse is the same exact power as Sucker Punch so I used it to make this easier.

So IF the switch were reversed, Zoroark has the most powerful priority attack outside of Ubers. It doesn't look like the real reason has been mentioned yet.
At least for Smogon's tiers, the only factor for OU is usage statistics. I forget what the cutoff is (it used to be something like being featured in at least 3.5% of battles), but anything above that number is OU and the ones below it are not. Aside from Ubers which are dealt with in their own fashion. --- The expression "fight fire with fire" applies only to metaphorical fires.
