Isn't that supposed to be his theme.

Sheer Cold is horrible. If you want to depend on 30% accuracy, be my guest.

I don't care how useful/less it is, it would just make sense for him to have it.

All other Gen V Ice-types can learn Sheer Cold. So it was probably deliberate on Game Freak's part not to give Sheer Cold to Kyurem, even though it fits the theme perfectly.

More importantly, it can't learn Frost Breath.

Sheer Cold is not horrible... >__>
Well, it's not great or anything but it's not horrible. Defensive mons do appreciate the "power" from OHKO moves.

Kyurem missed the mark on a lot of things:

-It's the only Gen.V Ice-type that doesn't get Sheer Cold, despite producing "ultracold air".
-It gets Pressure instead of Snow Warning, despite covering an entire meadow with snow in BW.
-Glaciate is just a slightly stronger Icy Wind. It would have been much better as a base 80 attack with a slightly higher chance of causing Freeze than other Ice-type moves (maybe around %30?).
