Yes, and why are you so convinced of this?

Yes, every single one of N's Pokemon that has his signature entry animation has a set nature and 30 IVs across the board.

Ok, I'm not good at breeding, and I hardly understand it, but I've heard that if you breed two parents, they're IV's will pass down to the egg. If this is true, would I be able to get eggs of which their IV's will be at 30?

Assuming I did my math right, a freshly-caught N's Sandile should be:

Level 22, Docile nature
HP: 60
Attack: 43
Defense: 24
SpAttack: 24
SpDefense: 24
Speed: 40

Someone might want to double-check me there.

Three random IVs - though you can make one of them less random by using a Power item - and the other three could be anything. It's theoretically possible to get an all-30-IV baby from breeding two of N's Pokemon - certainly better odds than the zero from breeding two all-0-IV parents! - but it's hardly guaranteed.

The offspring will inherit three random IVs from their parents. Using one of N's Pokemon for breeding will make it so that most of the offspring will have at least one IV of 30 in a stat.

There's always slight possibility that the offspring will inherit all three random IVs from only one parent, though, so it's not 100% guaranteed (unless both parents have all 30s in their IVs, of course).

EDIT: Doh! Once again, jayman. But I won't give up! >:)
