Ideas to make ice-types relevant

Most of these are broken.

Abilities:
Double speed in hail
Icrease power of ice moves 50% in hail
Double both defenses when in hail
Wonderguard when in hail
Immune to super effective attacks in hail
Immune to physical or special attacks in hail

Moves:
When hit by this move, the next ice move to hit guarantees a freeze
100 power, 50 accuracy, guarantees freeze if hit

Just take away two of its weaknesses and Ice already becomes interesting.

Make freezing far more likely to occur but make it so instead of 20% it's closer to 50% chance unfreezing after first turn. BOOM! Ice types instantly relevant with the return of the forgotten status effect.

Remove Stealth Rocks and they suddenly become more interesting. The most prevailent move type is probably fighting (after ground) and it is unfortunate that the ice types that could be neutral to that just suffer more because of Rocks.

Perhaps if they made ice type moves less available to water types? Why bother brining the weakness of a Walrien or Crygonial when you can just stick Ice Beam on Starmie and you're laughing.

Ice type attacks have never been irrelevant, ice as a defensive typing has.

Just give them an Ice-like move that can make them effective walls. There could be a move that boosts Defense & Sp. Defense by two stages. Plus it's not too broken, if it were to be broken at all.

1) Give ice types a resistance against Normal and Water attacks.
2) Ice attacks are 1.5 times stronger in hail.
3) Ice types get a 1.5 defense boost in hail.

Raises Def and Sp Def 3 stages, reduces Atk 2 stages

Permafrost
Reduces effectiveness of Ground / Rock type moves

ice Rink
Lowers speed of non-Ice types for 3 turns.
